Abstract:
Article examines the adequacy of provider payment incentives through the Ticket to Work program for helping people with mental retardation/developmental disabilities (MR/DD) acquire and retain employment. The Ticket to Work provides financial support to employment networks that provide job acquisition and retention services to Supplemental Security Income (SSI) and/or Social Security Disability Income (SSDI) beneficiaries. Specific areas addressed include: (1) the ceilings on current proposed milestone-outcome and outcome payments compared to what is known about providers' cost structure in other performance-based funding systems and (2) the factors likely to influence the decision-making of employment networks in accepting or rejecting tickets. Recommendations are provided for improving the adequacy of access to the program for SSI/SDI recipients with MR/DD.
